From my experience although it rains almost everywhere there is a lot more probability of gettings rain in Forsaken and WSX territory than the rest of the map. If you move up north you'll also get more snow which will help with the sound problem and in the area between Meduli and Fabernum it does rain a lot less.
And yes, you should have to move around to avoid rain. I won't go live to a tropical florest and complain that I shouldn't have to move around to avoid tropical storms.
Of course, when I say that I don't mean that rain should make your FPS drop to 5, but I guess I don't have that problem.
