They need less, even though most of the administrators are not active, IMO. Bored moderators will only result in stupid infractions being handed out.
As for in-forum moderation, when someone becomes a mod they lose most of their connection to the community. They seem themselves as a mod, not as a normal membre. They do not see both sides of the issue, but they may be bias to those membres they like. Which will happen no matter what. In-forum moderators are also risky, they could abuse their power with stupid infractions for those they dislike.
Aslong as moderation is watched over by an administator, there is no problem. There are too many moderators.
