well, when the developers talk about "deva" they mean the in-game version of a soul. the "deva" is a soul shared by all the characters you can create for a single account. so there are certain skills that your "deva" can learn, which allows all your characters access to these skills, so you won't have to level these skills for each character, you'll just do it once per "deva."

DEVA (said to be pronounced: day' va)is a Sanskrit word which can be translated technically as "intelligent agent." Its mythological meaning is "god" or "goddess." In the ancient literature every tree, flower, river, and mountain was represented by a deva in charge of organizing its intelligence. Cities and other large groups of people were also represented by devas. In modern terms the word deva can also be understood to mean "organizing intelligence."
