Default questions from the convention

i consider these the last couple of straws which we (the players who want a society-building and large scale warfare political game) are holding onto, so please answer them:


1) is player housing restricted to NPC cities, or does the "no hardcoded guild cities" mean no player cities? or can we still gather up buildings and build our own cities? if yes, then what is there to stop uncontrollable urban sprawl?

2) if their are player cities, and a group of player fights off another group and steals their keys, is their a way for them to take over the city? will they really have to hunt down every key for each one of the houses (including logged off players)?

3) regarding "key warfare", if you loot someone and take his house key, are you then the house owner? can't the house owner then demolish his own building?
