try resetting your ip:
go to Start -> Run, and then type in "ipconfig /release" (without the quotes), and after that type "ipconfig /renew"

My issue is I constantly get disconnected after a brief inactivity, but I only disconnects me when I return to type something and it logs me out. This only happens when I'm at home, at work I have no problems whatsoever. I've had absolutely no issues like this with connecting to other irc servers in the past.

Explanation of an Open Proxy and the Ban: You are running some sort of Proxy, probably Wingate (or similar) or have been infected with some sort of Backdoor Trojan that has created an open proxy on your computer.
In either case the proxy is either misconfigured or has been purposely been left in an insecure state. In its current state it will allow anyone on the Internet, without any authentication, to use your connection as their own! Such Proxies are frequently abused by flooders, spammers, and morons that launch distributed denial of service attacks. This is why every client connecting to most IRC servers is scanned for an open Proxy, and G-Lined (Banned) when one is found. The G-Line will most likely expire in about 24 hours. Once your Proxy is secured, you should be able to reconnect after a few days. If it isn't, you'll be banned again.
