Have you been living in a cave? It never mattered how long patches took. They were always broken. In actuality, the shorter patch times were better, because they could nail down what they borked up easier. The long interval patches were a farking nightmare.
The fact that they are making a "quick fix" server side for the issue of snooping & pushing both of which have been f*cked up since it was introduced into the game tells me that we still have quite awhile before we see the client side content patch that everyone is waiting for. Why quick fix an issue that everyone has been dealing with for so long already, if your going to "really fix it" in a couple days? You are not, you are going to live with it until the real fix is ready. So don't be fooled by the "really soon" bs
Notice he says... "When snooping a player you turn HF (Hidden criminal) instant no matter the outcome of the snoop action. This will be changed again when we do a client patch" and We decided to add these somewhat "quick fixes" now because we still got work left on our coming content.
As he said; it takes nearly no effort to do this hotfix and people were bitching about it left and right so he rather has people shut up about it already than listen to it for another week/2 weeks probably.

They really can't give any ETA because if they don't finish in time the complaining and whinning will reach extreme levels, and if the content actually gets finished faster than expected and they release it sooner people who may have stopped their subscription until the comming of the patch or people who were stockpilling items to get prepared to it might dislike it.
The latest hotfix is a relief to many new players, I'm sure. Good job to SV. I'm hoping that the upcoming client patch includes the new polished and updated Flash GUI to finally replace the old and buggy one once and for all...
